When you have set your sub-accounts up with license packs, they receive the number of upload licenses per the pack choice on the 1st of every month and those licenses are drawn from your master account license pool.
Depending on the month, your sub-accounts may need more licenses, less licenses OR none at all because they do not need to publish anything in that month.
If you know an account will not need licenses in the upcoming month, make sure you set the account to go into sleep mode for that next month and the account will not receive any licenses from your master pool.
NOTE: Even when an account is in sleep mode, all active issues will continue to be live and you still have all formatting/editing abilities for issues under an account in sleep mode.
Going into sleep mode is considered a DOWNGRADE in license pack so you must make the change on the sub-account BEFORE the first day of the next month.
Click on accounts>choose the sub-account you want to go to sleep for the next month.
Click Subscription on left side menu, then Edit to get to the license distribution tab
You will notice that as soon as you select the sleep mode pack, the "Apply changes on the 1st of the next month" check box is auto selected because as indicated above, downgrades can only take affect for the next month.

Once you click submit and update the account, you will see the pending changes coming for that account indicating that account will go into sleep mode on the 1st of the next month and not receive any licenses from your master license pool.
You can click "cancel" to stop the account from going into sleep mode (the edit button has no use in this pending changes case). If you cancel, the account will revert back to the original license pack status and will receive licenses per the pack on the 1st of the next month.

Once an account is in sleep mode, it will show highlighted in blue and will show the ZZZZZZZZZ image next to it.
